This can be done, according to Greg Kumparak of TechCrunch, simply by signing up for the Facebook app developers’ program. Since there is no obligation to commit to any project, anyone can do this.

Firstly search for official Developer Application; then grant it the permission to access basic information stored on your profile. From this point, click “+create an app.”
Give your app a display name and a namespace – these can consist of anything from your own name to a completely random selection of letters.

At this point click save changes and then save and finish. The developer console can then be closed.
From this point the option to access the Timeline will be displayed under Developer Release; press “Get It Now” and you’ll be provided with a guided tour around the new layout and how to use and set it up.
